REQUEST FOR PROPOSAL
Financial and Compliance Audit
Northwest Tennessee Economic Development Council

Purpose
Northwest Tennessee Economic Development Council has issued this request for proposals from interested auditors, who are qualified under state/federal law and regulations, for the performance of a financial and compliance audit of a non-profit organization in accordance with the requirements of the laws and/or requirements of the State of Tennessee. This audit shall be for the period beginning 07/01/2023 and ending 06/30/2024.
Scope
The auditor shall perform a financial and compliance audit of the financial statements of all funds and grant contracts of Northwest Tennessee Economic Development Council.
Type of Audit
The auditor shall conduct the audit in accordance with Government Auditing Standards and requirements prescribed by the Comptroller of the Treasury, State of Tennessee. If applicable, the audit should be conducted in accordance with the provisions of the Single Audit Act and U.S. Office of Management and Budget (OMB) 2 CFR Part 200 Appendix XI, Department of Health & Human Services CFR Title 45, Part 75 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for HHS Awards) and any other applicable federal management circulars.

Opening of Proposals
All proposals will be opened and evaluated on May 22, 2024, at 2:30 P.M. by the Executive Director, Financial Administrator, Financial Coordinator, Human Resource Administrator and Board Chairman (if available). Acceptance of the audit bid will be notified electronically by email.
Reservation of Right
Northwest Tennessee Economic Development Council reserves the right to reject any or all proposals, to waive technicalities or informalities, and to accept any proposal deemed to be in the best interest of the agency.
